Description Labour migration is an age-old phenomenon. This paper presents labour migration through the eyes of the state – i.e. the extent to which the Austrian state in the 19th century interfered in labour migration and whether there existed state regulation of labour migration. The study reveals the “hunger” for a qualified labour force and the state’s desire to protect its own specialists and prevent them from moving for reasons linked to employment.
