| Description | In the Habsburg Monarchy, poor relief was perceived as charitable work until the 18th century; the state stayed away from organized poor relief. Instead of the late Baroque glorification of poverty, a new attitude to life was proclaimed, the focus of which was education and thrift, new technologies and the efficient use of one's own time and health. With the emergence of the modern state, caring for the poor and needy began to be understood as an obligation of the state. Communities and estates formed centers of state-organized poor relief, which represented “negative competition” in this issue. The lecture deals with the creation and functioning of the so-called poor institutes, which were intended to help the poorest classes and limit begging. |
