Description Essay is concerned to the period of 1988-1989, when Slobodan Milošević, the leader of new governance of Serbian communists, established at 8th Session of the Central Committee of the League of Communists of Serbia taking place in OCT 1987, strived to enforce constitutional modifications, based on obstructing the rights of Serbian autonomous provinces of Vojvodina and Kosova and from the centralization of Serbian state administration. These efforts Milošević leaned against vigorous masses, gathered at so called Truth Meetings, the percussive power of which were Serbian activists from Kosova. Author analyzed events during which Milošević had came off to eliminate and change political leaders of autonomous province of Vojvodina, draws attention to the political background of events resulting in exchanging leaders in Montenegro as well as subsequent establishment of political tensions as of trouble-free relation between Belgrade-Ljubljana in these times. Paper furthermore chronologically follows the efforts of Serbian establishment to obstruct Kosova autonomy, analyses opinions and acts of particular politicians analanalyzing also negotiations among politicians at the Yugoslavian federal level.
